Abstract
In recent the nexus between energy poverty and carbon mitigation has attracted much attention in the scholarship. Ensuring inclusive low-carbon energy transitions is a challenge commonly shared for countries like France and Japan. This requires progressing low-carbon energy transitions while fulfilling people’s basic energy needs. Against the background, this presentation reports on the following three topics: the state of the art in energy poverty measurement, basic energy needs and “basic carbon needs” (“subsistence emissions” in climate ethics terms), and inequality in access to low(er)-carbon energy. After reporting on the empirical results, this presentation will consider how to achieve “leave no one behind” decarbonization.
